ALLEN E. SPIVER

Allen is a highly experienced and dedicated law enforcement professional with an impressive background in executive protection, criminal investigations, and public safety. He has served with distinction in the Providence Police Department since 1987, rising through the ranks and taking on increasingly complex and high-profile roles. As the Senior Investigator in charge of the Executive Protection Unit from 2003 to the present, Allen has been responsible for ensuring the safety and security of four different Providence mayors and their families. This challenging role requires acute attention to detail, excellent planning and problem-solving skills, and the ability to collaborate effectively with a wide range of federal, state and local agencies. Allen has consistently demonstrated these qualities, successfully coordinating security for visiting dignitaries and overseeing key upgrades to security systems at Providence City Hall and the mayor’s residence.

Prior to his current role, Allen served in the Special Investigation Bureau, where he conducted sensitive undercover assignments related to drugs, prostitution, gangs and organized crime. As a member of the Providence Police Training Academy staff, he helped train and mentor new recruits, imparting crucial skills and knowledge. And in his decade of service as a Uniform Traffic Officer, Allen provided dignitary escorts, investigated accidents, and enforced motor vehicle laws with skill and professionalism that earned him recognition, with one of his reports even being used as a template in the police academy. Throughout his career, Allen has demonstrated an unwavering commitment to public service and safety, volunteering extensively with youth programs, community events and police department fundraisers. His numerous certifications, including as a firearms instructor and emergency vehicle operation instructor, further underscore his expertise and dedication to professional development. In short, Allen is a consummate law enforcement professional with a proven track record of excellence across a wide range of demanding roles.

EXECUTIVE PROTECTION UNIT – Senior Investigator in charge    2003- Present

  • Ensure the protection for Mayor and their family.
  • Hold responsibility for the transportation of the mayor to all scheduled events.
  • Provide security in and around Providence City Hall and mayoral private residence
  • Collaborate with US Secret Service, State Department, and various other federal, state and local agencies to create a safe and secure space for elected officials and high-profile dignitaries who visit and conduct business in Providence City Hall.
  • Assisted with the planning of the security upgrades in Providence City Hall example: Photo ID, Entry system, Keypad entry on all entrances to the Mayor’s Office, New Video CCTV to monitor the interior and exterior of City Hall. This also includes security upgrades to Mayor’s residence.

  • Noteworthy Accomplishment: Involved in the seizure, arrest and conviction of a subject who was in possession of a large quantity of marijuana

PROVIDENCE POLICE TRAINING ACADEMY STAFF

  • Educated 60 recruits in various crime control model specific topics including report writing, accident report writing and investigation, physical agility and Emergency Vehicle Operation Control (EVOC).
  • Selected as 1 of 6 instructors for Police Training Academy Staff, 57th Recruit Class.
  • Successfully graduated 52 police recruits.

Providence Police Department – Providence, RI

UNIFORM TRAFFIC OFFICER      1990 – 1996, 1997 – 2001

  • Provided dignitary escorts for VIP’s and high-profile dignitaries using marked police vehicles or a police motorcycle.
  • Conducted a Routine Patrol. Responded and investigated motor vehicle collisions and held responsibility for enforcement of the RI Motor Vehicle Codes, DUI Enforcement and participated in funeral and parade escorts.
  • Noteworthy Accomplishment: One of my reports was used as a template in the police academy to show recruits how a report should be written.
